The notion of 'organization activation' was first developed in the field of the Japanese style organization development in the 1970s. In this paper, we propose a definition of the activated state of the organization and provide a framework by applying the results of a mathematical theory of organization design. In order to evaluate the activated state of the organization, we develop the I-I chart (identification-indifference chart) method by using indices which correspond to the conditions of our definition of the activated state. The usefulness of our I-I chart method is proven through the empirical research on Japanese firms.
