Abstract

Recently, disaster and emergency operations management has grown in importance with an increase in largescale disasters and terrorist attacks. Natural disasters occur globally every year and cause tremendous damage. Earthquakes are particularly difficult to predict, and when they do occur, even after the scale of the damage is determined, it is difficult to formulate an accurate recovery plan and make decisions based on the limited information available in the disaster area. Therefore, there is a need to develop a system to support decision makers in disaster areas. This study focuses on the logistics of building materials such as lumber for the early recovery of buildings damaged by earthquakes. The proposed model considers the uncertainty of demand and road conditions, as well as changes in the minimum delivery unit, and uses stochastic programming to deal with uncertain parameters.
